生活在2018年的大龄女青年谷小焦（佟丽1987年1月，一名参加学运的大学生在被警察拷问的过程中死亡，朴处长 （金允锡 饰）下令将尸体火化以毁灭证据。另一边厢，当日值班的崔检察官（河正宇 饰）拒绝执行任务，并要求解剖验尸，结果显示大学生被拷打致死。经调查后，记者尹尚三（李熙俊 饰）亦意外发现大学生的死因是窒息，事情因而在各大媒体上曝光。种种证据矛头均指向涉事的警察，官方却依然坚持他只是死于突发心脏病。当朴处长越想把真相隐瞒，事情就越一发不可收拾…
